Man Who Shot Mother of His Children in Pelican Rapids Sentenced to 15 Years

FERGUS FALLS (KDLM) – A man who shot the mother of his children in Pelican Rapids in April has been sentenced to 15 years in prison.

Phoutthasa Prathane, 36, was given the sentence after pleading guilty to attempted murder and burglary charges in Otter Tail County District Court, Monday.

Prathane shot a woman around 2:13 p.m. in Pelican Rapids on Sunday, April 10 then fled the scene.

A witness told police that Prathane was punching and kicking the victim then shot the victim in each leg and her lower abdomen. The victim, Thip Prathane said in court documents that she hadn’t spoken to Prathane since October 2021.

Thip Prathane and her children had fled the family’s home in Warroad and went to her mother’s home in Pelican Rapids because the father had become abusive, court documents alleged.

Phoutthasa Prathane was arrested several days later in Redwood County after he failed to stop for failure to display a license plate. Prathane led deputies in a 3 mile pursuit before hitting stop sticks that were set up by the Redwood Falls Police Department.

After being interviewed by investigators, Prathane admitted to shooting the victim, as well as admitted to fleeing to Iowa – he claims he was on his way back to Pelican Rapids to ‘take out’ the victim’s father when he was arrested.
