Detroit Lakes welcomed a new Deputy Chief of Police, as Robert Strand officially assumed the role during the City Council meeting on Tuesday, January 14, 2025. The council unanimously approved Strand’s appointment, and he was sworn in by Mayor Matt Brenk, with Police Chief Steven Todd by his side.
Strand has served with the Detroit Lakes Police Department since 2002 and was promoted to sergeant in 2007. Originally from Casselton, North Dakota, Strand earned an associate degree in law enforcement from Alexandria Technical College and began his career in Jamestown, North Dakota, in 1999 before moving to Detroit Lakes.
During the ceremony, Strand pledged to serve with integrity, character, and dedication to public trust. His extensive experience and commitment to the department have made him a respected leader in the community.
The council meeting also recognized EMT Ryan Lorsung of Essentia Health St. Mary’s EMS with a Lifesaving Award. Lorsung, while off duty, responded to a September 6 medical emergency at an apartment complex in Detroit Lakes. He acted swiftly, cutting down a woman hanging from a balcony and performing CPR until emergency units arrived. His efforts saved the woman’s life, and she has since made a full recovery.
Chief Todd praised Lorsung’s heroic actions, stating, “For his heroic and lifesaving actions, it is my privilege to award Ryan Lorsung the Lifesaving Award from the City of Detroit Lakes and the Police Department.”
In other council business:
• Alderman Wendy Spry was sworn in for her second term in Ward 2.
• Committee reappointments included Chris Henwood and Karen Skoyles for the Arts and Culture Commission and Mike Stearns and Madalyn Sukke for the Public Utilities Commission.
The council will hold its next meeting on Tuesday, February 11, at 5 p.m. in the council chambers at Detroit Lakes City Hall.
