Otter Tail County Man Charged with Welfare Fraud and Perjury

A Richville man faces multiple fraud charges after allegedly lying about his employment and collecting thousands in welfare benefits.

Fifty-six-year-old Mark Edward Boehner of Richville is accused of obtaining $5,725 in Supplemental Nutrition Assistance Program (SNAP) benefits by falsely claiming he was unemployed. According to court documents, Boehner received over $69,000 in paychecks between July 2022 and May 2024 but failed to report the income on welfare applications and renewals.

The fraud was uncovered by an Otter Tail County Eligibility Worker in April 2024 during a review of DEED records. Authorities say Boehner lied on at least five occasions about his employment status and provided misleading information to investigators. He allegedly claimed he had just started working, despite evidence showing he had been employed for over a year.

Boehner appeared in court on January 6 and faces charges including one count of Theft via Wrongfully Obtaining Assistance, one count of Welfare Fraud, and five counts of Perjury in Writing.
