New laws in Minnesota that will take effect on August 1, 2024:

  1. **Child Passenger Safety**: Changes in the law will now require every driver transporting a child under 18 to use a child safety seat or seat belt. This includes specific guidance on the use of child seats and booster seats.
  2. **Cannabis Policy**: The legalization of adult-use recreational cannabis has been updated to allow medical cannabis patients to cultivate up to 16 plants with a designated caregiver.
  3. **Employment Law**: The Public Employment Labor Relations Act (PELRA) will be updated to create a collective bargaining unit solely for law enforcement supervisors, allowing for unionization and collective bargaining.
  4. **Consumer Data Privacy**: The Minnesota Consumer Data Privacy Act will regulate businesses’ use of personal data, giving Minnesotans various rights regarding their personal information.
  5. **Bail Bonds**: New regulations include restrictions on premiums and collateral for bail bonds and prohibit solicitation outside jails and paying fees to public officials.
  6. **Net Neutrality**: New rules prohibit internet service providers from blocking lawful content, degrading traffic, or favoring some traffic over others in exchange for monetary or other considerations.
  7. **Guardianship for At-Risk Juveniles**: A new guardianship procedure will be established for at-risk juveniles aged 18-21, aimed at protecting them from trafficking or abuse when reunification with a parent is not viable.
  8. **Health**: Physician assistants will have new rights and duties, including authorizing the seclusion of patients at risk of self-harm and assessing care levels for children with disabilities eligible for medical assistance.
