Landowners Can Enroll in Minnesota’s Walk-In Access Program for 2025

Enrollment is now open for Minnesota’s 2025 Walk-In Access (WIA) program, which pays landowners to allow public access on private lands for outdoor recreation.
Since 2011, the program has enrolled 40-acre or larger parcels with high-quality natural cover, often through conservation programs like the Conservation Reserve Program (CRP) or Reinvest in Minnesota (RIM). While conservation enrollment isn’t required, it’s preferred to maintain quality habitat. Landowners participating in the program receive $18 per acre in compensation.
The Minnesota DNR partners with soil and water conservation districts across the state to help landowners enroll. A list of participating counties and contact information is available at mndnr.gov/walkin/enroll.html.
For outdoor enthusiasts, accessing these lands requires a $3 Walk-In Access validation, allowing activities such as hunting, birdwatching, and nature photography. Enrolled parcels are clearly marked with highly visible signs and are open from Sept. 1 through May 31, during daylight hours.
Amber Knutson, Walk-In Access program coordinator, says the program benefits both landowners and outdoor enthusiasts.
“With almost 30,000 acres of Walk-In Access land, outdoor enthusiasts can have confidence they’re welcome on these parcels, and landowners receive compensation while benefiting from liability protection under Minnesota law.”
The program is funded through a USDA grant, a $5 surcharge on nonresident hunting licenses, and public donations.
