MN Disability Waiver Rates Under Possible Reduction

Governor Tim Walz’s proposed budget includes a $600 million reduction in disability waiver rates over the next four years, aiming to address a projected $5.1 billion state deficit by 2028-29.
In response, CCRI (Creative Care for Reaching Independence) hosted a listening session on Friday, February 21, 2025, in Moorhead, Minnesota. The session provided a platform for parents, clients, and Direct Support Professionals (DSPs) to express concerns about the potential impact of these cuts on disability services.
State Representatives Brion Curran (DFL-White Bear Lake), Kim Hicks (DFL-Rochester), and Heather Keeler (DFL-Moorhead) attended the session to hear firsthand accounts of how the proposed budget could affect individuals relying on these services. Representative Keeler emphasized the tangible impact, stating, “This isn’t like a hypothetical ‘It could.’ We know the individuals that this will impact. CCRI, which supports over 450 adults and children with disabilities, offers 24-hour care and community-based services. Executive Director Shannon Bock expressed deep concern, noting that families are worried about the future of care for their loved ones, with some fearing that nursing homes might become the only option if community-based services face funding cuts. citeturn0search0
The organization plans to advocate further by participating in Disability Services Day at the state capitol next month, aiming to convey the critical importance of maintaining funding for disability services.
