Grand Forks took a significant step Monday night by approving a Letter of Intent for a proposed casino project led by the Turtle Mountain Band of Chippewa. The City Council voted 4-2 in favor, with Council members Rebecca Osowski and Ken Vein opposing the proposal.
The casino, part of a broader vision for a “high-end resort” and multi-use entertainment and commercial center, is intended to bring new economic opportunities to the area. Turtle Mountain Tribal Chairman Jamie Azure emphasized that the proposal is an offer to collaborate with Grand Forks to create something beneficial for both the tribe and the city.
“This isn’t about asking for a handout; the data shows this can work,” Azure said.
However, concerns were raised by residents and council members. Some expressed fears about the potential for increased gambling addiction, while Osowski questioned how the city would generate revenue, since the tribe is exempt from traditional property taxes.
Local officials and tribal representatives are expected to negotiate further details, including potential revenue-sharing agreements and community support services, to address concerns. The project still has a long way to go, with formal approval potentially taking several years.
Grand Forks Mayor Brandon Bochenski expressed optimism about the potential for economic growth, noting that similar projects in other communities have created jobs and boosted tourism.
Residents of nearby areas, including Detroit Lakes and Fargo, are watching the project with interest, as it could attract regional visitors and impact the broader economy.
