Two Fergus Falls Men Arrested After Shots Fired at Camper

Two Fergus Falls men have been arrested and charged with 2nd-degree assault following a gunfire incident near a camper on Sunday, January 19th.
According to court documents, police responded to reports of gunshots at the camper, where an altercation occurred between Justin Kyle Ruiz, 21, and Terrell Jamal Carter, 21.
The owner of the camper told police that Ruiz, her significant other, had invited an acquaintance over to acquire marijuana. The acquaintance, Carter, allegedly made a threatening statement outside the camper, leading to a confrontation between the two men.
Ruiz claims Carter pulled out a firearm and fired after slipping behind a vehicle. In response, Ruiz attempted to shoot back but stated he had trouble seeing Carter. Ruiz then retreated into the camper as a second gunshot struck the vehicle.
Carter told police he ran away after Ruiz reached for a firearm at his waistband. He alleges he found another one of Ruiz’s guns on the ground, picked it up, and fired once behind him as he fled.
Both men are being held at the Otter Tail County Detention Facility and face 2nd-degree assault charges along with separate misdemeanor charges. Their first court appearances were on Wednesday, January 22nd.
