Local Update: Jim Joy: Introduces House File 5 to Provide Tax Relief

Representative Jim Joy has introduced House File 5, a legislative proposal aimed at easing financial burdens for Minnesotans by delivering meaningful tax relief and cutting costs for families, retirees, and businesses.
Key provisions of the bill include:
• Suspension of Gas Tax Indexing: Freezes the gas tax rate at 31.8 cents per gallon, halting automatic inflation-based increases.
• Repeal of the Retail Delivery Fee: Eliminates the $0.50 delivery fee on transactions over $100, reallocating funds to support impacted programs.
• Exemption of Social Security Income from State Taxes: Removes state income tax on Social Security benefits, saving retirees an average of $1,845 annually.
• Analysis of Motor Vehicle Registration Tax: Directs a review of vehicle registration taxes compared to neighboring states, with recommendations due in 2026.
“This legislation is designed to put people first, not government,” Representative Joy stated. “House File 5 offers relief for retirees, reduces transportation costs, and ensures greater accountability in taxation.”
The bill is now under review by the House Taxes Committee, with Representative Joy optimistic about bipartisan support.
Incident at Public Safety Committee Hearing
Representative Joy also addressed a disruption during the Public Safety Finance and Policy Committee meeting earlier this week, where demonstrators derailed proceedings with excessive profanity and a bullhorn. The meeting, intended to feature testimonies from law enforcement officials, was interrupted, preventing officers from sharing their perspectives.
“Our committees are meant to be safe spaces for constructive debate,” Representative Joy said. “This kind of behavior undermines the democratic process and the important work we need to accomplish.”
Joy emphasized his commitment to maintaining decorum in legislative proceedings and ensuring all voices are heard respectfully.
