The Minnesota Pollution Control Agency (MPCA) and Department of Natural Resources (DNR) will open a request for proposals (RFP) in early February for $20 million in restoration and recreation projects. These funds are part of the 2018 $850 million settlement with 3M after PFAS pollution damaged water and natural resources in the Twin Cities east metro area.
Grant Details
The RFP targets areas in Washington, Ramsey, and Dakota Counties, as well as downstream sections of the Mississippi and St. Croix Rivers affected by 3M’s PFAS discharges. Projects must align with one or more of these goals:
• Restore and enhance aquatic resources, wildlife, and habitats.
• Address PFAS fish contamination, improve communication on fishing advisories, and enhance safe fishing areas.
• Improve outdoor recreational opportunities.
Eligible applicants include local units of government, nonprofit organizations, watershed districts, Tribes, and schools. For-profit organizations and individuals are not eligible.
Application Process
The RFP involves two steps:
1. Letter of intent – Applicants submit a brief project description and map to confirm eligibility.
2. Full application – Invited candidates will provide detailed project proposals.
Applications start at $20,000 with no matching funds required.
Background
The 2018 settlement allocated $720 million for drinking water and natural resource projects after legal expenses. $700 million has already been designated for drinking water improvements. This RFP focuses on the remaining $20 million for restoration and recreation projects.
