FARGO, N.D. – Cannabis activists in North Dakota are gearing up for another attempt to legalize marijuana, marking their third effort after unsuccessful initiatives in 2018 and 2022. Despite previous setbacks, advocates believe that each campaign brings them closer to their goal. In 2018, Measure 3, which included an automatic expungement system for prior marijuana convictions, was defeated by a 59-to-41 percent margin. In 2022, Measure 2, without the expungement provision, garnered 45% of the vote. The New Economic Frontier, leading the legalization efforts, has been granted permission to pursue another ballot measure in 2024. The latest initiative includes a cap on the number of plants allowed for home cultivation, addressing a key concern from previous attempts. To qualify for the November general election, the petition needs 15,582 signatures by July 8. Failure to meet this deadline would delay the initiative to 2026. Proponents are optimistic that changing attitudes towards marijuana will help propel their cause this time around.
