On any given day Otter Tail County there are about 350 vacation rental homes available. This in turn has increased the number of complaints about loud noise and occupancy. Right now, due to the way the ordinance is written, the Otter Tail County Commission can’t address those specific complaints. Part of the new proposal in front of the commissioners has capacity limits for rentals, and quiet hours must remain between 10 p.m. to 7 a.m. If an owner gets three strikes from the county, their rental license will be revoked. After conversations with the Minnesota Department of Human Services, a final ordinance is expected to be approved at their next meeting, scheduled for May 7. The meeting will not be open to the public. If approved, the new ordinance will go into effect Memorial Day weekend.
