It is back to jail for the inmates in the Otter Tail County Detention Facility. The facility was returned to Class III status. It has been over a month since the Department of Corrections placed the jailing license on conditional status only allowing up to a 72 hour holds. This following a report of serious human rights violation that occurred between February 10th-the 12th. The report said that jail staff deliberately withheld food and water for over 2 days as discipline for an inmate smearing feces on his cell and refusing to clean it. Despite the inmate’s alarming behavior, appropriate medical attention was not provided promptly. On March 14th the DOC enacted the conditional status for the facility and mandated a series of corrective actions aimed at providing the safety and dignity of the inmates while mitigating the risk of this type of situation in the future.
