NORMAN COUNTY, Minn. – Two individuals are facing multiple drug charges following their arrest in Halstad, MN, after court records revealed they sold 75 fentanyl pills to an undercover officer. Charlee Joseph Douglas Fugleberg, who traveled from Fargo, allegedly conducted the transaction at a local gas station on April 19, 2024. Fugleberg, accompanied by Karl Vernell Leclair, was found in possession of round, blue “M30” tablets, a common form of fentanyl known as “blues” or “downs.” Leclair admitted to smoking fentanyl prior to the delivery. Upon their arrest, law enforcement discovered a significant amount of evidence, including cash, additional fentanyl pills, 26 grams of fentanyl powder, four grams of methamphetamine, one gram of heroin, replica guns, and various drug paraphernalia in their vehicle.

Fugleberg faces three felonies, including 1st Degree Sales: Fentanyl, 1st Degree Possession of a Controlled Substance, and 5th Degree Possession of a Controlled Substance. Leclair faces similar charges, including 1st Degree Sales: Fentanyl, 5th Degree Possession of a Controlled Substance, and DWI. Both individuals appeared in Norman County Court on April 23, 2024, where their bond was set at $500,000 with conditions, and $750,000 without conditions. The arrests were made by the Pine to Prairie Drug Task Force, which recently launched a new smartphone app called “P2PTip.” This app allows the public to share anonymous tips with law enforcement and enables officers to respond directly to the tipster.
