Detroit Lakes, Minn. (KDLM) – The city of Detroit Lakes will be holding a public hearing for a new 5-year capital improvement plan during their regular meeting on Tuesday evening.
The plan includes two major changes. First, surface street improvements on future alley work will become assessable to abutting property owners along the alleyway.
Second, future reconstruction projects that include sewer and water main replacements will become 100% covered by the city’s public utilities funds. Previously, home owners were assessed for 75% of the cost for the main replacements.

City officials said they hope the changes will keep future road work assessments more manageable for property owners while spreading the costs of the assessments across public utilities’ customer base with only minimal rate increases.
